Absolutely! Try to build a good diversity of links from relevant sources. I see too many links from cr@ppy spun content. The best tactic is to create content that people will want to link to and share in social media (a growing ranking factor).

I think it's case by case. It depends on lots of thing such as site age, search volume, competition, etc. It's a tough job to fix when this happens. I'm trying to solve that myself. My recent post Best Car Insurance Rate for US Residents
